This is a very difficult question, since we all have different personalities. For instance some poeple accept help when they need it or help others immediatley. Others are more independent they rather not ask for help even when they really need it. I personally have no problem helping other poeple out, but when it comes to helping me, i dont like asking for help much. well, making it a law I dont think so, cause then it will not be a full democracy cause they are forcing others to do something. I know this sound dum, i just dont know how to explain it well. there will be some situations human biengs will entervin like domestic violene, no one can be evil enough to not try to help. Also many poeple dont like strangers getting in thier business. although when offerd help and you know you need it just take it it makes the other person feel good. if you are offered help but dont need it just say "oh Im good but thanks" that makes this world ten steps closer to peace.
