Yes, making it a law to help anyone in need would indeed paint a very rosy picture of life. The fact of the matter is, you cannot force anyone to do anything forever, this is especially so when it comes to human nature. Helping others is fine and all but forcing one to do good deeds defeats the value of helping someone. It's like someone helping you up after you trip down a flight of stairs. You thank them, but they reply, "I have to or else I go to prison." Making it a law to help anyone diminishes the value of helping one another. Also, since the law states you must help someone, that means ANYONE. So there is no need to explain how many people will take advantage of that enormous loophole.
