I am firmly against the government forcing people to do something they do not want to do, however it should be common human kindness to help a person in need. By law you should not have to help someone in need but by morals you do. As a proper human being, if you see an old woman being mugged you should help her, not because the law commands you to do so, but because it is the right thing to do. So in conclusion, no, you should not have to help someone by law, but I hope that you do help someone because it is the right thing to do.
