Should we be forced by law to help someone in need?

I believe that government should not force us to someone. It should be in a person's nature to help someone in need. Nobody should be arrested for not helping another person. For example, if you find someone who is drowning and you are force to help them by law, yet you don't know how to swim, you cannot help that person and you broke the law. However, if we see someone that needs help and we don't know what to do, we should, if not directly assist them, call for help. It's better to have something and not need it than need something and not have it.
