should helping out one another be enforced by law?

  I do not agree with this law because somehow the one that's injured turns the story around to blame the Samaritan as to making the injuries worse. For example in the Alexandra Van Horn v. Lisa Torti, Lisa Torti only did what was best for Alexandra as to taking her out of the car that she crashed into a pole with. Alexandra twisted the story claiming that "she yanked me out like a rag doll" and thats how she became a paraplegic. In the end Alexandra won the case leaving Lisa to pay for thousands of dollars. If Lisa was protected by the Good Samaritan Law here in California, then I would agree to being forced to do so.
