Should Helping Others in Need Have to be Enforced by Law?

Ever since we were young, our parents always taught us to share and to help one another.
Being helpful will always make the people's lives better or brighter. However, there is also a time in all of us when we get a little selfish for various reasons. A reason could be is that it is too dangerous for you or your loved ones' welfare or you don't have the time or maybe, you don't that much to offer. And because of that, I also believe that the people who consider themselves good samaritans are not always good samaritans because they too could be doing good deeds for their image. Therefore, the government should not force us by law to assist those in need. I know it sounds morally wrong, but when you think about it, people often help the ones who are in danger_as long as it's not risky for them. Other than that, if people had more time during their day, they are usually willing to give other people a hand. It is not important for the government to make such law because being helpful is already one of our human behaviors; it's not just present all the time.
